Computer keeps shutting down:?

My sister's computer keeps shutting down every time I turn it on. It won't even let me get to the Welcome screen (XP Home Ed. by the way). I don't know what the problem is. It will turn off, turn back on, then go to a black screen with a little flashing underscore. How do I get it to stay on long enough to run Safe Mode or even a Recovery?
