If a "college educated professional" claims to be on "employment insurance" what does that mean?

I've always been of the mind set that if you can work then you should be working. Now if after 20 or so years of putting in your time you find yourself in a position to collect 6 months unemployment because you need to consider your life changes after being let go from a job ( quitters can't collect, only laid off or fired individuals) then it's perfectly okay.
