Harry Potter question about Hagrid?

Why wasn't Hagrid allowed to return to hogwarts after his 3rd year and expulsion? If Dumbledore knew that Hagrid was framed by Tom riddle, and that he and Aragog were innocent... Then I don't see why he didn't return?? Thanks.
