Restrict Admin Rights?

Okay so there are 2 users on this computer both of which are admins, I want one of the admins to have more rights than the other. I want one of them to have full access to everything while the other one not being able to do as much, but still having more rights than a limited user. I do not want the limited admin to be able to access any files stored on the full access admins file, or be able to kill any of the processes running through task manager. Any ideas?
